Secretary of State Linda McCulloch Names Billings Attorney
2011 Montana Notary of the Year
BILLINGS, MT – In recognition of National Notary Day, Secretary of State Linda McCulloch is pleased to announce that Billings attorney H. Elwood English has been selected as the 2011 Montana Notary of the Year. English is the founder and Executive Director of the Montana Notary Guild, and has worked extensively over the years to maintain a high level of professional standard for notaries public.
“Elwood is a champion for Montana notaries,” Secretary McCulloch said. “His use of a notary journal and his support for improving the dissemination of knowledge and training has helped protect notaries, employers, and the public from unlawful notarial acts.”
English works in private practice. He previously served as Chief Legal Counsel for former Secretaries of State Jim Waltermire and Brad Johnson. During his tenure with the state, English was behind the effort to improve the Montana Notary Public Handbook and implemented the state’s first notary training. He has since used his extensive knowledge of notary law to promote the professional standard for notaries to keep a notary journal to record all transactions.
“I’m delighted to have been chosen for this award. I have always advocated for the use of a notary journal and for training so that notaries can maintain a high professional standard in their service to the people of Montana,” English said. “I’m glad to know that Secretary McCulloch values these things as well.”
Riley Johnson, the Montana State Director for the National Federation of Independent Business, joined notary staff from the Office of the Secretary of State to evaluate and review each award nominee based on five criteria of excellence: longevity, variety of documents notarized, use of notary journal, community service, and exceptional notary service.
“Elwood was chosen among a strong field of candidates,” Secretary McCulloch said. “His commitment to providing exceptional service is an inspiration for notaries across Montana.”
By virtue of the award, English will be nominated for the National Notary of the Year award, which is given annually by the National Notary Association.
Secretary McCulloch will present the 2011 Montana Notary of the Year award to H. Elwood English during the Secretary of State’s Montana Notary Conference at the Crowne Plaza in Billings on May 5, 2012.
