Montana Secretary of State Linda McCulloch Announces MT Notary of the Year

Debra Kelly, Montana's Notary of the Year 2009(Helena, Montana) - Montana Secretary of State Linda McCulloch is pleased to announce that Debra Kelly from the Sky Federal Credit Union in Livingston, Montana has been selected as the first Montana Notary of the Year.  

By virtue of this award, Kelly will be automatically nominated for the National Notary of the Year award given annually by the National Notary Association.  

"Debra Kelly is exactly the person we were seeking to be the first Montana Notary of the Year," said Secretary McCulloch.  "She was chosen from a strong field of nominees for demonstrating exceptional services and high standards of practice."

Secretary McCulloch appointed a committee to select the 2009 Montana Notary of the Year.  Riley Johnson, the Montana State Director for the National Federation of Independent Business, joined notary staff from the Office of the Secretary of State to evaluate and review each nominee based on five criteria of excellence.

Nominees were evaluated in the following areas:

  • Longevity
  • Variety of documents notarized
  • Use of notary journal before October 1, 2009
  • Community Service
  • Exceptional Notary Service

"Debra Kelly has been a notary for more than ten years.  She performs a wide variety of notarizations, has attended multiple training sessions, and serves as a role model in her community.  The selection committee was equally impressed that she has kept a notary journal for years.  Though this is the national standard, Montana law didn't require the use of a journal until this October," said Rusty Harper, Director of Notary Services in the Office of the Secretary of State.

"I instituted this award for the first time this year to raise the visibility of the invaluable work done by notaries in Montana," added Secretary McCulloch. "Notaries are the first line of defense against many types of fraud because they are responsible for determining the identity of the person who signs a document, swears an oath, or performs any of the other acts that require a notary public.  I'm eager to present this award to such a deserving notary public."

Secretary McCulloch made the announcement in celebration of National Notary Public Day, which occurs annually on November 7. Notary Public Day was created by proclamation of the Board of the American Society of Notaries in 1974 out of a desire to honor notaries for the public service and their contributions to national and international commerce, and it continues to be supported and sponsored by both the American Society of Notaries and the United States Notary Association.  

Secretary of State Linda McCulloch will honor Debra Kelly as the first Montana Notary of the Year during an awards celebration on November 20, 2009 in Kelly's hometown of Livingston, Montana.  The public is welcome to attend.
