McCulloch Presents Citizen Proposed Ballot Issue Guidelines

Secretary McCulloch details the guidelines for submitting a citizen proposed ballot issue to a group of potential sponsors.

HELENA – Secretary of State Linda McCulloch today presented to a group of potential sponsors the guidelines for submitting a citizen proposed ballot issue for the 2010 general election. The step-by-step presentation provided a description of the process to enact laws by initiative, referendum, and constitutional amendment.

“Folks have a constitutional right to petition to enact laws, and I take that right very seriously,” McCulloch said. “Not only have I made these presentations a priority, I’ve posted the information online so that anyone can access it.”

The brief PowerPoint presentation details the timeline for drafting and revising a ballot issue, the rules for signature gathering, and the qualifying numbers for placing the issue on the 2010 general election ballot.

“I hope more Montanans will get involved in the ballot issue process once they realize how easy it is to access the information we’ve made available,” said McCulloch.

In May, McCulloch posted on the Secretary of State’s website a preliminary list of the proposed ballot issues that had been received by the Office. The list has been continually updated and now features ten ballot issues in different stages of the submission process.

“A successful democracy depends on accurate elections, and accurate elections ultimately depend on informed citizens. We all share the responsibility to share the knowledge, and I’m doing all I can to hold up my end of the bargain,” said McCulloch.
