2008 - 2009 Goals and Objectives

Enhance and expand public access to services through the use of innovative technologies.

  • Develop and implement a new corporation registration system database with greater online functionality.
  • Formulate an eRIM Task Force to identify and establish business models to enhance enterprise electronic records and information management programs.
  • Digitize 3.5 million corporate documents.
  • Develop identity theft prevention policies, procedures and technology that will enable the office to provide digital images of lien filings and the Federal Farm Bill master list online.
  • Digitize 20,000 notary registrations.
  • Implement “ARM on the Web” enhancements to improve the timeliness of ARM updates and usefulness to user.
  • Maintain a customer focused website that utilizes available technologies to provide user friendly online services, quick access to public information, and accurate answers to common service questions.
  • Refine and enhance the delivery of technology assistance to counties on the statewide voter registration database system.
  • Develop an online candidate filing system.
  • Further improve our ability to provide accurate real time election results.

Continue efforts to improve customer services by reducing turnaround time.

  • Monitor correspondence, compliance processing, and customer service to ensure timely service and clear communication.
  • Provide improved records management procedures and services by improving business processes surrounding records management Schedule (RM3) and Disposal (RM5) processes.
  • Implement an “ARM on the Web” business process that allows for a monthly update of the online version.
  • Build and maintain a centralized ARM database that will ensure the integrity of the publications and allow for an automated rules submittal process.
  • Continue to offer fast, friendly and efficient personal assistance and service.
  • Provide online templates and other tools to assist state agencies in meeting administrative rules procedural, format and style requirements.
  • Foster a partnership with the Crow Nation and other Indian tribes in order to implement the Model Tribal Secured Transaction Act and develop filing office strategies.

Continue efforts to improve efficiency.

  • Implement new internal accounting system.
  • Automate microfilm storage with bar code and database technology.
  • Establish and provide secure, off-site electronic storage for agencies.
  • Implement automated administrative rules publishing process that provides a “print on demand” option for publication purchases and allows for expanded product options.
  • Continue to identify best practices and emerging technologies that address technology issues, meet business requirements and deliver the type of services customers expect.

Continue efforts to improve voter participation and efficiency in elections.

  • Continue to implement the federal Help America Vote Act.
  • Provide outreach to both voters and potential voters to encourage them to vote.
  • Educate Montana voters on their rights and responsibilities.
  • Further train voters on the use of the AutoMARK machine designed for voters with a disability.
  • Continue training all election officials in Montana .
  • Work closely with counties to educate and train election judges throughout the state.
  • Work closely with counties to build the trust of all voters in the election process.
  • Work to improve all areas of the election process.
  • Educate elementary and high school students on voting rights and responsibilities.

Continue efforts to inform and educate our customers and the public

  • Update and improve guidelines for retaining/disposing of state and local documents.
  • Develop guidelines for managing electronic records and electronic recordkeeping systems.
  • Continue quarterly training of all state agencies on records management policies and procedures.
  • Continue quarterly administrative rules informational meetings providing opportunities for training and the exchange of best practices information among state agencies.
  • Improve communication with the business community in order to identify ways in which the office can encourage efficiency and quality in business filing compliance, as well as providing prompt, accurate, and professional customer service.
