William Anderson - Vice President, National Notary Association. A California Notary since 1996, Bill has created curriculum and presented Notary education courses in nearly 40 U.S. states. He currently oversees the NNA’s legislative affairs and Notary bonds and insurance programs, and works to promote, professionalize and elevate the Notary Public profession by researching Notary Public law and technology issues, writing on topics relevant to Notaries, developing policy, and promoting legislation. He is the secretary of the Signing Professionals Workshop and works closely in developing standards for Notary Signing Agents. In addition to being a member of the panel for the Online Notarization Summit, Bill will present the workshop, “Brave New World”.

Marc Aronson - President, Pennsylvania Association of Notaries. Marc began his career at the Pennsylvania Association of Notaries (PAN) in 1972. Under his leadership, the nation’s first state notary association has grown to more than 41,000 members. He is a long-time member of the Property Records Industry Association (PRIA), the Mortgage Industry Standards Maintenance Organization (MISMO), the American Land Title Association (ALTA), the American Association of Motor Vehicle Administrators (AAMVA), and the Electronic Signature and Records Association (ESRA), where his notary expertise is unparalleled. He has participated in the National Association of Secretaries of State (NASS) Notary Public Administrators (NPA) Section for nearly 18 years, providing valuable insight and experience to those who appoint and oversee notaries public in the United States.  Marc is also an active participant as an official observer on a number drafting committees of the Uniform Law Commission (ULC). He will present the workshop, “Risky Business”.

Laura Biewer – Owner, At Your Service Mobile Notary. Before establishing her own mobile notary service, Laura was both a successful business owner and corporate executive.In addition, she is a certified Seminar Instructor for the National Notary Association and has conducted notary training sessions for thousands of notaries since 2006.Laura is one of the NNA’s Montana Hotline representatives, and is a frequent speaker at many paralegal and notary conferences nation-wide. She is sought out as a personal notary coach and mentor.Laura will be presenting the workshops, “No-tar-o-lo-gy” and “It’s Your Biz [Starting and Building a Notary Business].

Richard Burton - has been the premier instructor with the Notary Law Institute for 11 years.Having taught notary law in nearly every state, he is experienced in understanding notarial law and the problems notaries face. As a notary, he brings valuable insights and illustrative stories to strengthen notary skills and make his classes fun and jam-packed with information. “Catch Me If You Can…ID Me” and “Managing Notary Employees".

Kathleen Butler - Executive Director, American Society of Notaries. Kathleen has served as the Executive Director of ASN since 2001, guiding the Society’s reorganization and growth in product offerings, education and member services for notaries public. She represents the Society in all matters concerning notary public policy, at the state and national level. Kathleen has consistently ranked as one of the most popular presenters at the previous Montana Notary Conferences. This year she will be presenting the advanced class, “Peak Performance” and will co-present with Professor Closen, “Silence of the Laws”.

Michael L. Closen, Esq. -Prof. Emeritus, John Marshall Law School; J.D. University of Illinois; Member of Drafting Committees for the Notary Public Code of Professional Responsibility, The Model Notary Act of 2002, and the Model Notary Act of 2009. He has authored or co-authored dozens of books, and law review articles, including The Case That There is a Common Law Duty of Notaries Public to Create and Preserve Detailed Journal Records of Their Official Acts, and Notary Law & Practice – Cases & Materials. His most recent book, PROFESSOR CLOSEN'S NOTARY BEST PRACTICES: EXPERT'S GUIDE TO NOTARIZATION OF DOCUMENTS (2018), will be released this spring. Professor Closen has been a consultant or expert witness in several cases involving notaries public, including the highly publicized case involving employer liability, Vancuris v. Katris. He will be presenting the seminars, “Notary Law & Ethics” (Parts 1 & 2) and together with Kathleen Butler, “Silence of the Laws”.

 

Janice-Frankino-Doggett

 

Janice Frankino Doggett - Chief Legal Counsel, Montana Secretary of State. Janice received her law degree from the University of Montana School of Law. She served as a law clerk for former Montana Supreme Court Justice John C. Sheehy, the Assistant General Counsel for the US Small Business Administration and hearing officer and attorney for the Montana Human Rights Commission. She was Chief Counsel for the Montana School Boards Association and the Montana Rural Education Association and served on the National Council of School Attorneys. Janice was Chief Counsel for both democrat and republican statewide elected officials at the Office of Public Instruction and the Montana Secretary of State’s Office. She was the Equal Justice Coordinator and Deputy Counsel for Admissions for the State Bar of Montana. Recently, she established the Montana Generational Justice Foundation and was its Executive Director. She will co-present, “Winning the Cyber Wars – Notary Edition”.

Danielle Fusco - Notary Public Administrator and Public Affairs Liaison for Arkansas’s Secretary of State, Mark Martin.  She has served in Secretary Martin’s administration since its inception over seven years ago. Because of her diligent work, Secretary Martin tasked Danielle to be the project manager for his office’s Electronic Notary initiative.  Since 2016, Danielle has been serving as a board member for the National Association of Secretaries of State (NASS) Notary Public Administrator’s Section and as a member of the NASS Remote Notarization Task Force.  Danielle is a graduate of the University of Colorado at Colorado Springs with a Bachelor of Science in Political Science. She will present the workshop, “For the Record”.

William C Gowen, Jr. - Vice President, Helena Abstract and Title Company. Bill has over 26 years’ experience in the title industry in Montana and Idaho. Bill was the 2005 Montana Land Title Association (MLTA) Employee of the Year; he has served on the MLTA Legislative Committee and on the MLTA Executive Committee in various capacities. He is now serving as Past President. He was instrumental in developing the Privacy Protected Montana Notary Journal. Bill is an Eagle Scout and has invested many hours as a Boy Scout Leader. He is also active on the Government Affairs Committee for the Helena Association of Realtors and is the Treasurer of the Helena Lions Club. He will co-present, “Winning the Cyber Wars – Notary Edition”.

Lori Hamm – Notary Program Specialist, Montana Secretary of State’s Office. Lori, a native Montanan, joined the Secretary of State’s office in 2004 as a notary compliance technician. Shortly after coming on board, she recognized that Montana’s notaries needed more information and education in order to perform their duties properly. She created the Montana Notary Public Handbook in 2005 and implemented live training courses in 2006. Since then she has expanded the training opportunities to include online courses and now four statewide Notary Conferences. She serves as the Secretary and board member of the Notary Public Administrators’ Section of the National Association of Secretaries of State (NASS) and the NASS Remote Notarization Task Force. She will present the hands-on workshop, “Practical Magic” and the only session addressing the fun and frustration of notarizing Montana motor vehicle forms, “Titles and Tribulations”.

Dr. Deanna Keller - Corporate Training Director, Missoula Federal Credit Union (MFCU), is a University of Louisiana at Monroe graduate with a Doctorate in Education, Curriculum and Instruction. She has a combined 20+ years of experience in military, education, and professional development.  Deanna is veteran of the U.S. Navy and was responsible for the training of personal on the F/A-18C Hornet. She has worked in the public school system teaching 8th grade through 12th grade in Montana and Virginia.  Prior to moving to Missoula, Deanna was a faculty member and administrator at the University of Louisiana at Monroe. She is currently responsible for overseeing the Corporate Training Center and the continued professional development of MFCU employees. Dr. Keller will present the workshop designed for notaries who regularly deal the variety of documents and requests presented by walk-in customers, “Be Prepared [Handling Whatever Walks In].

 

Carol-Salter

 

Carol Salter - Director of Business Development, Banner Health Northern Colorado. She has been with Banner for 22 years, holding various roles including the Banner Notary Administrator which she held for over 10 years. She had responsibility for 250 notaries public throughout the Banner system including education and information regarding changes to state notary laws.She developed an on-line notary education course for her hospital system.Carol is a notary public advocate. She has worked with the Colorado Secretary of State’s office in testifying on proposed notary legislation which resulted in positive changes to Colorado notary law. This year she was a member of the Colorado Secretary of State’s task force to review remote notarization viability for Colorado. In 2005, she was recognized as Nation Notary Association’s Notary of the Year. She has a Bachelor of Science degree in History Education and a Master of Science in Health Care Administration.Carol will be presenting “Sharpening Your Sixth Sense [Notarizing in a Medical Environment].

 

Jennifer-Smith

 

Jennifer Smith - County Manager for American Title and Escrow in Billings, Montana. Jen began her title insurance career in 1989 as a summer delivery person. She continued her employment in the industry on and off while working her way through college, eventually earning a degree in education in 2000. She manages the Yellowstone County office, overseeing satellite offices in Big Horn and Musselshell Counties and is currently the President of the Montana Land Title Association (MLTA) where she has served as a member of the MLTA Executive Committee for several years. In 2012 Jen received the prestigious “MLTA Executive of the Year Award.”She frequently conducts education seminars for the MLTA as well as for local realtors and lenders and serves on the Billings Board of Realtors Legislative committee. She will co-present, “Winning the Cyber Wars – Notary Edition”.
